Launched in June 2015 and regulated by the Pension Fund Regulatory and Development Authority (PFRDA), APY is a defined-benefit pension scheme — meaning you know exactly what pension you’ll receive, unlike NPS where the final payout depends on market performance. You contribute a fixed amount monthly between ages 18 and 60, and the government guarantees your chosen pension for life starting at 60, topping up the corpus from its own resources if investment returns fall short.
As of April 2026, the scheme has crossed 9 crore total subscribers, with over 1.35 crore new enrollments in FY 2025-26 alone — its highest-ever year for new sign-ups. The Union Cabinet approved extending the scheme through FY 2030-31 in January 2026.
Since 1 October 2022, anyone who is or has ever been an income tax payer cannot join APY. This is a genuinely important detail a lot of older content online doesn’t reflect. If an account opened after that date is later found to belong to a taxpayer, PFRDA closes the account and returns only the accumulated corpus — no pension guarantee applies. This rule doesn’t affect accounts opened before October 2022.
You choose one of five guaranteed pension levels at enrollment: ₹1,000, ₹2,000, ₹3,000, ₹4,000, or ₹5,000 per month, starting at age 60. Your monthly contribution depends on two things — your age at joining and the pension amount you select. The earlier you join, the less you pay, since your money has more years to grow before payout begins.
APY’s family protection is genuinely strong:
Missing a contribution triggers a small penalty — typically ₹1 to ₹10 per month depending on your contribution size — charged until you clear the dues. Premature exit before 60 is generally only allowed in specific circumstances, since APY is designed as a long-term commitment, not a flexible savings account.
NPS (National Pension System) offers potentially higher returns since it’s market-linked, but your final payout isn’t guaranteed and depends on fund performance. APY trades that upside for certainty — you know your exact pension from day one, regardless of how markets perform. For workers without access to NPS through an employer, or who prioritize a guaranteed floor over potential higher returns, APY fills a genuine gap.
Can income tax payers join APY?
No — since 1 October 2022, income tax payers are ineligible. This applies to new enrollments only; accounts opened before that date are unaffected.
